Jail Term of Up to 6 Months for Unlicensed Real Estate Brokerage in Oman

The Public Prosecution in Oman has warned that practicing real estate brokerage without a valid license is a criminal offense, punishable by up to six months in prison or a fine of OMR 3,000 – or both, under Article 19 of the relevant law.

Since 2017, the Ministry of Housing has made it mandatory for all brokers in the real estate sector to register and obtain an official license. Transactions conducted by unlicensed individuals will not be legally recognized.

According to the latest regulations:

  • Initial license fee in Muscat: OMR 500; annual renewal: OMR 200
  • Initial license fee outside Muscat: OMR 300; annual renewal: OMR 100
  • Replacement for lost license: OMR 100 in Muscat, OMR 50 elsewhere

These rules aim to combat unauthorized activity, increase transparency, and professionalize the real estate market. The implementation will begin in the Muscat Governorate.
