Oman’s New Residency Card Law: 1 to 3-Year Validity

August 12, 2025
The Ministry of Labour and the Royal Oman Police have announced that, under the new regulations, Oman residency cards for expatriates will now be issued with a validity period of 1 to 3 years. This change, set to be implemented soon, aims to streamline the renewal process and reduce administrative visits.

Validity Changes for Citizens and Residents
For GCC nationals, the residency duration remains unchanged. However, foreign residents in Oman will now have the option to choose a residency card valid for one, two, or three years. The executive bylaw for this law has been issued, allowing residents to select the most suitable duration based on their personal or professional circumstances.

Residency Card Issuance and Renewal Fees

  • Initial issuance of the residency card: As per current police tariffs
  • Replacement for lost or damaged card: OMR 20

Citizenship Requirements under the Latest Royal Decree
According to Oman’s new citizenship law, applicants must have 15 years of continuous residency in Oman and must not be outside the country for more than three consecutive months per year.

Long-Term Residency Options for Investors
In addition to 1 to 3-year residency cards, Oman offers the following options for investors:

  • 5-Year Residency: With a minimum investment of OMR 250,000
  • 10-Year Residency: With a minimum investment of OMR 500,000 in investment projects, property purchases, or bonds

The renewal fee for this type of investment residency is OMR 50. If the investment amount is less than OMR 250,000, the residency will be 3 years instead of 5 years.
