With the issuance of Royal Decree No. 44/2025 on April 27, 2025, Oman officially approved its new organ transplant law, aimed at regulating organ transplants in Oman, preventing human organ trafficking in Oman, and protecting the rights of donors and recipients.
🔹 Published in 5 chapters and 36 articles, the law clearly outlines the conditions for organ donation in Oman. Key highlights include:
- Establishment of the National Committee to oversee the transfer and transplantation of human organs and tissues.
- Complete prohibition of the sale, purchase, or receipt of any compensation for human organs.
- Severe penalties: including capital punishment, life imprisonment, and fines up to 5 million Omani Rials for violations related to organ trafficking.
- Special benefits for donors: including the awarding of a Royal Medal and lifetime healthcare benefits for Omani citizens who donate organs.
- Organ donation from deceased individuals: permitted under strict conditions, such as verified brain death and legal consent.
- Strict regulations for organ donation by minors or individuals with impaired legal capacity, allowed only under exceptional and rigorously defined circumstances.
🔹 The law further mandates that organ transplants in Oman must be performed only at licensed medical institutions and by certified physicians. It enforces stringent controls over the donation process, ensures the confidentiality of donor and recipient information, and upholds the highest medical standards.
🔹 With this comprehensive legislation, Oman strengthens its legal framework for organ donation, closes the door to human organ trafficking, and further enhances its standing in the field of human health protection.
