The Ministry of Labour in Oman has announced that, starting from August and September 2025, work permits for 27 specialized occupations in the fields of engineering, accounting, finance, auditing, and logistics will only be issued or renewed if the individual holds an official Professional Classification Certificate and a valid Practice License.
Engineering Licenses Required from 1 August
Beginning 1 August 2025, all engineers currently working or seeking employment in Oman must obtain a professional classification certificate from the Omani Society of Engineers and then apply for a professional accreditation certificate from the Sectoral Skills Unit – Engineering. The work permit process will be conditional on submitting this license.
Licensing Requirements for Finance and Logistics from 1 September
From 1 September 2025, workers in accounting, finance, and auditing must also secure a classification certificate. In addition, selected roles within the logistics sector will require a separate professional practice license.
Finance and Auditing Roles Affected:
- Accounting Technician
- Internal/External Audit Assistant
- Financial/Tax Manager
- Cost Accountant, Credit Analyst, Financial Analyst
- Internal/External Auditors and Chief Auditors
- CFO, CAE, Audit Partners
Logistics Roles Affected:
- Refrigerated Truck Drivers, Tanker Drivers, Tractor-Trailer Drivers
- Waste Transport Truck Drivers
- Food Delivery Representatives
- Food Delivery Supervisors

Are Omani Citizens Included?
Yes. The Ministry confirmed that the requirement applies to all workers, both Omanis and expatriates, and to all active businesses across Oman. Non-compliance will result in legal and administrative penalties.
