Speculations Arise Over Minimum Wage Increase in Oman to OMR 400

Oman’s Ministry of Labour has announced the possibility of raising the national minimum wage from OMR 325 to OMR 400—a proposal that, if approved, would mark a significant step toward improving workers’ livelihoods and enhancing the competitiveness of the labor market.

Details of the Proposed Wage Hike

Dr. Mahad bin Saeed Ba’owain, Minister of Labour, stated in a radio interview that OMR 400 (approximately USD 1,040) is being considered as the preferred figure for the new minimum wage. However, the proposal is still under review and subject to further evaluation.

He explained that the proposal was developed by the Technical Committee of the National Employment Programme and the Directorate General of Planning and Labour Market Policies, and will be reviewed by the Financial and Economic Committee, the Council of Ministers, and other relevant authorities.

Current Minimum Wage and Background

At present, the minimum wage in Oman is OMR 325, which applies uniformly to all Omani workers, regardless of education level.

In 2013, the minimum wage was raised from OMR 200 to OMR 325 in response to social demands and rising living costs.

Expert Opinions and New Proposals

🔹 The Minister emphasized that the proposed wage adjustment is based on average monthly earnings and annual inflation rates, aiming to respond to economic developments and support living standards for the Omani workforce.

🔹 Some experts, including Dr. Mohammad Al Mushaiki, have called for an increase of the minimum wage to OMR 500 for the general workforce and OMR 700 for university graduates.

Strategic Objectives and Vision

This proposed wage revision is part of Oman’s broader socio-economic reform efforts, aimed at enhancing the quality of life for citizens. According to the Minister, there is no intention to reduce wages, and these measures are driven solely by economic rationale and market dynamics.

Employment Programme 2025

The Ministry of Labour has unveiled its employment strategy for 2025, targeting the creation of 45,000 job opportunities across three key segments:

• 11,000 training and skill development opportunities
• 10,000 jobs in the public sector
• 24,000 jobs in the private sector

The plan also focuses on supporting entrepreneurship, startups, freelance work, and temporary contracts in state-owned enterprises.
